      Since 2025 the Trump Administration has been asking governments around the world to accept refugees and migrants the US is deporting who are not from either country. The texts underlying those arrangements have surfaced piecemeal, sometimes long after signing, in disparate places online. Here they are gathered in one place, to read, search and compare.

      About the Reading Room

      The Reading Room was created by the Investigations Lab, Human Rights Center, Berkeley School of Law, using publicly available material. The original texts were extracted from PDFs with Marker, an open-source document-conversion tool, then checked page by page against the PDF's own embedded text and an independent computer-vision reading of the scanned page, with any mismatches corrected by hand. The website was coded with the help of cloud and local Large Language Models (LLMs).

      While we made a reasonable effort to check the accuracy of the texts, only the original PDFs should be considered authoritative.
